New Education Policy - Part 1 : Basic Education to all still a dream for millions

The recent announcement of New Education Policy -NEP 2020 may be an elixir for millions of school-goers in India . The basic education framework has to be optimized by mutual functioning of Central and State government with the literate section of society.

A startling report ,a part of NEP 2020 tells that a large proportion of students in elementary schools have not even attained foundational literacy and numeric operations in India . The figure of such students currently stands at 50 million  out of 200 million school-goers .A more ominous situation seems to be harbinger of future as the number is going to shoot up to double to 100 million if  suffice steps not taken straightaway.

Even after ten years of implementation of article 21-A of Indian constitution which  provides for free and compulsory education of all children in the age group of 6 to 14 years as a Fundamental Right - Article 21-A and the Right to Education Act came into effect on 1 April 2010, the goals of basic education to all is still not achieved.

 Therefore, it was the need of the hour to draft a new education policy which vehemently focuses to improve the efficiency of primary education system .

The new policy seeks out every literate Indian national to teach one student how to read,write and basic mathematics operations.  The policy fixes an ardent goal for Central and state governments to ensure that by quarter of 21st century,all  students upto grade 3 would have attained foundational literacy and numerical skills which would be tested by a special agency created for the purpose.

The new policy paves a path to achieve the foundational literacy and numeric skills with the government promising it would encourage the community participation for the purpose.
The policy document clearly dictates :
" If every literate member of the community can commit to teaching one student how to read,it would change the country's landscape quickly".

It also says " The rest of this policy will be largely irrelevant for a large number of our students if this most basic learning requirement is not  achieved firstly. "
